are college preparation programs targeted to serve and assist low-income participants, first-generation college students, and individuals with disabilities to progress through the academic pipeline starting with the exit of middle school through post-secondary education.

Program Criteria

  1. You must be a citizen, national or permanent resident of the United States.
  2. You need to be attending a school which we currently serve. (San Ysidro HS, Sweetwater HS or Chula Vista HS)
  3. Be interested in enrolling in a program of postsecondary education.
  4. Be interested in information or assistance in applying for postsecondary admission or financial aid.(Two-thirds of program participants must be low-income and potential first generation.)

Brief History Of TRIO

It began in 1964 when Upward Bound was born out of the Economic Opportunity Act which was part of the administration’s war on poverty. In 1965 Talent Search was created as part of the Higher Education Act and in 1968 the Higher Education Amendments authorized Student Support Services which lead to the coining of the name “TRIO” to describe the first three federal educational opportunity programs.

Upward Bound and Talent Search are 100% funded by Department of Education.
